The implementation plan enables the health stakeholders tounderstand the benefits of the project and how it will be adopted.The plan also communicates the resources that will be used toeffectively adopt the Information Technology (IT) that improvescancer care. The most important stakeholders in the project arehospital administrators, cancer patients, and health staff. ITimproves cancer care because it improves communication during cancerresearch and care processes.

ObtainingApproval and Support

Approvalis very important for the capstone project. It shows that theorganization authorities and the decision makers are aware of theevidence-based study being undertaken. Approval also indicates thatthe leadership considers the project beneficial to realizing themission and vision of the organization. Approval from the Universitysupervising the research project has been obtained. The project willbe supervised by professors in the health and medicine fields. Theapproval of the administrators of the health institutions that willbe covered in the study is important. The administrator in charge ofhealth services is desired because he or she directly supervises thehealth staff.

Theapproval will be obtained using an official letter from theuniversity supervisor. The head of the health services is required toapprove the research study using official communication for example,email, official letter, or memo. Support of the project among thehealth staff is obtained using PowerPoint presentation. The head ofhealth services will be requested to initiate a two hour healthmeeting. The first hour will be used to explain the benefits of theevidence-based study in improving cancer care. The second hour willbe used to answer the questions of the research stakeholdersregarding the research process and desired outcomes. Support of thehealth staff is important because they will be the main respondentsduring the research study (Eysenbach, 2013).

Descriptionof the Problem and Issue

Canceris a problem in the United States health care system. It negativelyaffects the health and wellbeing of the patient. Cancer causes thedeath of thousands of Americans annually. It is, therefore, importantto improve the level of cancer care. The research study aims atdetermining how Information technology (IT) can be used to improvethe level of cancer care. IT improves communication using networksand systems. Technological innovation has made it possible for peoplein different cities and countries to communicate instantly usingaffordable information systems for example, emails, social media,and internet. The research strives to explain that effectivecommunication driven by IT improves knowledge exchange by cancerexperts. IT also facilitates communication between the heath staffand patients. Patient data and information are easily stored,analyzed, and retrieved using information networks.

Theresearch encourages health organizations to adopt new IT systems forexample, the Health Information technology (HIT) system (Klasnja,2013). Currently, many health organizations in the United States usemanual filing system for recording patient data. Personal computersare also used by health staff. However, they are not linked to a oneinformation network that facilitates information transfer betweencomputers. The research aims at assisting health institutions adoptcentralized and effective information system that improves knowledgeand information exchange.

Discussionof Proposed Solution

Theproposed solution to enhancing health care is adopting effective ITsystems in the health organizations. The administrators of the healthinstitutions should install the HIT that facilitates informationexchange between the cancer experts, and also between the healthstaff and their patients. The health staff and administrators shouldalso be trained on how to use the new communication system. Thetraining program will also be used to explain to the health workersthe benefits of using the HIT system. These benefits include sharingof expert knowledge, minimizing the cost of communication, and easyrecording and retrieval of patient data. HIT has online and offlinesystems. The online system connects health staff and patients throughthe World Wide Web (Klasnja, 2013). It has a website that healthworkers and patients log in to view their profiles and request forimportant cancer care information. The offline system connect onlythe health staff who work in close proximity for instance, withinthe same building or city.

Rationalefor Choosing Proposed Solution

Iselected the solution, introduction of IT in the healthcare system,because of the benefits derived from timely and affordableinformation exchange. Information exchange is necessary for effectivecancer care research. The online system has access links to severalcancer care databases that have peer reviewed books, journals,surveys, and presentations. These online resources are important forproviding information for the literature review part of theevidence-based study. The online resources also explain the theoriesthat can be used to improve cancer care for instance, theSelf-Efficacy Theory (SET). SET indicates that cancer patients willhave good care is they have positive perceptions about the outcomes.Positive perception is generated by having competent cancer expertswho provide appropriate cancer diagnosis and treatment information tothe patients (Neuss et al., 2015). The proposed solution reduces thecosts of cancer care. Patients receive free advice through theinformation network. Additionally, people can access free informationon how to prevent and treat lifestyle diseases like cancer throughthe HIT system. Most lifestyle diseases are prevented through regularexercise and consumption of healthy food.

Evidencefrom Literature Review

Neusset al. (2015) explain that the outcomes of cancer care are enhancedif there is effective communication between the health professionaland the cancer patient. The IT system enables the patient to seekmedical advice from several health experts at any time. The HITonline system has an online chat platform that is available at anytime. The patient can use the chat platform to ask for anyinformation about cancer care. Communication between the patient andthe cancer expert improves the treatment process. The expertrecommends effective medication for managing the cancer condition.

Eysenbach(2013) discusses that the internet has online databases that provideimportant information on cancer prevention, diagnosis, treatment, andcare. The HIT online system has links to important cancer carejournals, books, and presentations. Easy access to information isimportant because it reduces the number of patients who visit thehealth centers. People who have information about prevention oflifestyle diseases have high levels of health and wellbeing. This isbecause they are encouraged to engage in regular exercises and theydevelop healthy feeding habits.

ImplementationLogistics

Thechange involves installing a new information system (HIT) in healthinstitutions so as to improve cancer care outcomes. The installationprocess is six months. Google, Inc. is the service provider. Thecompany has a reputation for successful adoption, maintenance, andupgrade of large-scale information projects like HIT that linkshealth experts and patients globally. The IT adoption will start atthe beginning of October 2016 and end in March 2017. The new ITsystem will be integrated into the organization culture and workflowprocess through training. Staff will be encouraged to use the newtechnology because of the benefits it offers. It improves informationexchange among cancer experts, and also between health staff andcancer patients (Eysenbach, 2013).

Theresults of cancer care research and case studies are also posted inthe IT system. The health care providers are, therefore, able to knowthe new trends, innovations, and developments in the field of cancercare (Klasnja, 2013). The person who will oversee the effectiveadoption of the IT system and training of the staff is the head ofhealth care at the health institution. He or she is directlyresponsible for supervising the health staff. The head of healthcare, therefore, has to ensure that the IT system is successfullyadopted to improve the quality of service given to the cancerpatients.

Resourcesfor Implementation

Thekey resources used for implementation are staff, assessment tools,technology, and finances (Melnyk &amp Fineout-Overholt, 2011). Thehealth staff will be responsible for using the system. It isimportant to properly train the health staff to ensure that theyunderstand the benefits of the system and the procedures for usingthe IT system. It is necessary for the staff to understand how theywill get information from the IT system to enhance cancer care. Thehealth organization will hire facilitators to ensure proper training.The assessment tools provide information for the project. Theresearchers will use questionnaires to collect information from thehealth staff dealing with the cancer condition. The questionnaire isnecessary for determining the opinions of health staff on thebenefits of the IT system. Surveys are also important for determiningthe opinion of the patients on the IT system. In previous surveys,many patients complained about limited information during the cancerdiagnosis and treatment stages.

Preand post tests are important in understanding the impact of the ITsystem. The present quality of cancer care will be determined using asurvey. After one year, the second survey will be conducted todetermine the quality of cancer care. The project is successful ifthe second survey indicates increase in quality of cancer care. Thetechnology that will be used in the project is the HIT system (Neuss,et al., 2015). The technology strives to improve information exchangefor cancer care. The cost for adopting the HIT system is $1 million.The cost caters for consultancy services, training, data collectionand analysis, production of education materials, and system upgradeand maintenance services. Health organizations should properly budgetfor the total cost of adopting the new IT system.

Conclusion

Theimplementation plan is important because it enables healthorganizations to adopt effective IT system that ensures high qualitycancer care. The IT system ensures easy access to cancer careinformation. The cancer experts use research information in the ITdatabase to develop effective cancer treatment strategies. The cancerpatients use the system to access general information about cancercare for example, prevention of cancer, and effective cancertreatment options. The hospital administrators should l adopt theresults of the capstone project because it aims at improving thelevel of satisfaction of the cancer patients.
